Licensure and Certification

MHC will assist Client with the following:

•     Application for Clinic licensure and Medicare certification
•     Application for state pharmacy license (if required) and DEA number
•     Application for CLIA waiver and radiology registration, if applicable
•     Preparing Clinic staff for licensure and certification surveys

Equipment, Instrumentation, Furniture, and Supplies

MHC will assist Client with the following:

  • Coordinating with equipment consultants, if applicable, fixed and moveable medical equipment needs for the facility
  • Providing sample lists of appropriate disposable supplies and pharmaceutical formulary based on proposed case mix
  • Facilitating communication between the Clinic staff and medical staff members to discuss their needs and preferences
  • Coordinating with designer or furniture consultants, if applicable, to obtain appropriate furniture and furnishings for the Clinic
  • Procurement of office machines and other minor equipment
  • Suggesting GPO and distributor relationships for adoption by Client
  • Introducing Clinic staff to GPO, distributors, and vendors
  • Providing sample inventory management policies and procedures for adoption by Client
  • Training and development of supply item database and preference cards
  • Negotiating pricing with supply vendors as needed or requested
  • Initial inventory procurement and receiving processes, in accordance with the policies and procedures adopted by Client

Information Systems

MHC will assist Client with the following:

  • Selecting computer hardware and software systems for the Clinic
  • Providing sample tables, templates and guidelines for configuring the Clinic information system, software to drive reporting results and generation of data for benchmarking

Accounting and Financial Management

MHC will assist Client with the following:

  • Provide sample policies and procedures related to accounting and financial management for adoption by Client, including appropriate controls and division of duties
  • Record all accounts payable, payroll transactions, other cash disbursements, and cash receipts
  • Monitor cash flow, loan draws, transfers between accounts, investment of excess cash, and distributions under the direction of Client
  • Reconcile balance sheet accounts, review general ledger account coding of transactions, and prepare adjusting journal entries monthly
  • Close books and prepare monthly reports to Clients Management Board, including Balance Sheet, Profit and Loss Statement, Cash Flow Statement, and comparisons of actual amounts to budgeted amounts, and provide more detailed backup as requested. All such reports shall be delivered to the Management Board no later than 20 days after the and of each month.
  • Interface with banking, lending, payroll, collections, and other third parties as necessary
  • If requested or required, facilitate engagement by Client of accounting firm to perform independent year-end review or audit and prepare tax returns and coordinate year-end review or audit and preparation of tax returns with accounting firm

Business Office and Administration 

MHC will assist Client with the following:

  • Provide sample business office policies and procedures that outline routine daily and month-end processes for adoption by Client. Including surgery scheduling, patient pre-registration, insurance verification, patient admissions, business office forms, coordinating transcription (provided by a third-party service), generating claim forms and patient statements, electronic submission of claim forms, applying payments and adjustments, accounts receivable management and collections, reconciling reports and closing the month end
  • Familiarize the Clinic staff with the policies and procedures adopted by the Management Board
  • Provide sample medical record and business office forms
  • Obtaining insurance coverage (professional liability, general business liability, contents, directors and officers) as determined by Client
  • Provide a checklist and sample support agreements for outside services (e.g., transcription, laundry and medical waste removal)
  • Provide a pre-opening and move-in checklist

 Human Resources

MHC’s clients have the option to staff the Clinic with a clinical and administrative team from several sources including:

  • Employees of the Clinic business
  • Employees leased to the Clinic from an outside firm

  • Employees leased to the Clinic from Millennium HealthCare

MHC will assist Client with the following:

  • Provide sample information, templates, and guidelines for position descriptions and titles, regional salary and wage ranges, employee policies and procedures, employee handbook, and disciplinary guidelines for consideration by Client and adoption by Client, if desired
  • Assist with the recruiting of key management team (Director of Nursing and Business Office Manager) in coordination with Client
  • Recommend staffing plan based on the Clinic’s anticipated volume and case mix
  • Coordinate implementation of the payroll system (provided by a third-party vendor)
  • Provide employee benefit plan design guidelines to Client
  • Assist Clinic Administrator with benefit plan design development and implementation following approval by Client
  • Provide sample employee files and forms
  • Provide sample orientation checklists and guidelines
  • Help to train the Clinic staff regarding the “Culture”, such as encouraging customer service, efficiency, innovative thinking, and personal contribution to the clinic business

Identity, Marketing and Client Satisfaction

MHC will assist Client with the following:

  • Provide a sample Clinic marketing plan for refinement, adoption, and implementation by Client
  • Coordinate identity and logo development for the Clinic through a third-party vendor
  • Coordinate development of stationery, patient brochure and other collateral materials through a third-party vendor
  • If requested, coordinate development of a website through a third-party vendor

Credentialing, and Medical Staff Relations

MHC will assist Client with the following:

  • Provide sample Medical Director Agreement for refinement and adoption by Client and its legal counsel
  • Provide sample Medical Staff member credentialing file
  • Coordinate initial credentialing effort

Quality Improvement and Clinical Effectiveness

MHC will assist Client with the following:

  • Provide sample policies and procedures related to clinical and quality improvement matters for adoption by Client
  • Familiarize the Clinic staff with the clinical policies and procedures adopted by the Management Board
  • Provide guidance to create, in coordination with the Administrator and Director of Nursing, a system to provide ongoing monitoring and data collection of quality of care indicators
  • Familiarize the Director of Nursing with appropriate clinical staffing patterns and levels
  • Familiarize the Clinic staff with regulatory and accreditation requirements.
  • Provide guidance to create a risk management program

Payor Contracting

MHC will assist Client with the following:

  • Determine necessary third party payor relationships in the local marketplace
  • Provide a sample fee schedule for refinement and adoption by Client
  • Initiate third-party payor contract negotiations as directed by Client
  • Communicate the status of contract negotiations and terms to Client and its Management Board

Board Relations and Communications

MHC will assist Client with the following:

  • Report progress and recommend courses of action to the Management Board regarding Clinic implementation
  • Prepare and distribute a summary status report, financial information, and other documents applicable to the Operations Preparation Phase to the Management Board
  • Communicate and cooperate with the Management Board members serving as the Clinic Project Liaison between regularly scheduled meetings.
